August 2009: They appear to be out of business. A sign has been hung for a while, saying they are remodeling, open in a week. Mid September, still closed, and it looks like they are out of business for good.
Visit nearby The Kitchen or Zen Peninsula instead. Both are have superior food.
Fook Yuen Seafood Restaurant is a long standing Chinese restaurant in Millbrae. Millbrae is home to many fine Cantonese Chinese restaurant including The Kitchen and Zen Peninsula. We came for dim sum lunch, which is brought to tables in trays.
Decor, Vibe – Interior has not changed in years and is starting to get stale. Just a step up from usual Chinese restaurant decor. Lots of people eating a quick lunch, including a good amount of non Asians. It was fairly busy for a weekday lunch.

Dim Sum Menu
Picks:
Steamed Rib with Black Bean Sauce ($2.50) had lots of black bean sauce for a change. Huge pieces of flavorful meat.
OK:
Har Gow or Steamed Shrimp Dumplings ($3.85) had large shrimp and even some watercress, but the quality and freshness was not there.
Chive Dumplings ($3) had very chewy skin and loose filling. Fair at best.
Pans:
Deep fried pork dumpling ($2.50) was soggy and greasy. Lots of dough too.
Deep sesame balls ($2.50) was soggy and greasy also. Sweet bean filling was pretty bland.
Service was decent, with servers all over the place. Fook Yuen Seafood Restaurant has been slowly decling in quality to average, while competitors have moved in and surpassed them. Nearby Zen Peninsula or The Kitchen has superior dim sum.
Update: June 2009 Fook Yuen changed their Chinese name but left the English one alone. They claim the chef, menu, owner are unchanged.

Thanks for braving this place. All I can say is that it has gone downhill as of 10 years ago (approximately) and has not recovered since. But what I do not understand is why a lot of Taiwanese expats that I know of, dig this place. Zen Pen, Asian Pearl are much better choices.

We’ve had several decent dinners last year, so we’re shocked that lunch was not very good.
They have lost their luster, but were still fairly crowded
