Happy Cafe is a family owned Northern Chinese cuisine restaurant in downtown San Mateo, across the street from the movie theater.
Decor, Vibe – Typical generic and plain Chinese restaurant decor. This place is very busy during lunch time.

OK:
Braised Eggplant with sliced pork ($7.50) was a special. Eggplant was cooked just fine. Still no match for Beijing Restaurant though.
Stir Fried Shanghai Noodles ($5.95) had lots of thick noodles and little bits of veggies. Not very greasy and hot off the work.
Shrimp Wonton Soup ($5.95) had a good amount of big and tasty wontons. Broth was pretty bland though.
Small Steam Buns or Xiao Long Bao ($4.95) did not have much soup but the filling was decent. Fresh, hot, and lots of meat inside.
Deep Fried Pork Chop ($4.75) looked good and was cooked fine and was crispy, but it did not have a lot of flavor.
Pans:
Boiled Shrimp Dumplings ($6.50) were pretty mushy. San Tung has nothing to worry about.
Boiled Chicken w/house dressing ($4.75) had a very heavy sauce with lots of wine that drowned out any meat flavor.
Happy Cafe is so small that the service was decent. Prices are low but food quality is not very high. The food is home style meaning that it is healthier than most but lacking in flair. Cash ONLY.
